What it means
The document contains an element that is present in the XML but empty, which the Peppol EN16931 rules do not allow.
Most common cause
An empty cbc:ID, cbc:Note or similar element was serialised by the ERP instead of being omitted.
How to fix it
Remove the empty element, or populate it with a real value.
