What it means
The invoice has no Invoice line (BG-25) at all.
Most common cause
Every InvoiceLine (UBL) or IncludedSupplyChainTradeLineItem (CII) element was removed or never generated.
How to fix it
Add at least one invoice line describing what was supplied.
